The Controller and Accountant General Department introduced an online portal named Electronic Salary Payment Voucher (E-SPV) system which is accessible to all Management Units and Human Resource (HR) officers to validate employees before their salaries are paid by the Controller and Accountant General’s Department.

Management Units are expected to submit their SPVs within 48 hours after the payroll test report is dispatched. Validators will be notified by SMS.

How to Validate Employees in the E-SPV Return System

This portal is accessible to only The Head of a Management Unit (HMU) and The Human Resource Manager of the Management Unit or The Accountant of the Management Unit (an alternative to the HR).

You can follow the steps provided below to validate employees.

  1. Open a browser on your computer or phone. Preferably Chrome browser.
  2. Go to the website
  3. Enter your username, password and enter the verification code to verify you are not a robot.
  4. Click on Login
  5. You will see your dashboard displayed.
  6. Click on Validate SPV button located at the top of the page.
  7. Confirm the details provided and click on the button Click to Start SPV Validation
  8. Check the status of each employee by choosing either Approve, With Issue or Unknown.
  9. Click on Continue Validation on the Upper Right corner of your screen.
  10. Make sure your resolve or state the issues of employees with issues.
  11. A summary will be displayed to you.
  12. Click on the button Click to Forward PV
