You can download and use this app on your android smartphone and there are two different ways you can do this. You can download it from the Google Play store or simply download an apk version and sideload it.

Launch the Google Play Store from your android phone
Navigate to the search bar and type “Parler”.
Click on the install button to install the app.
When the app finishes installing, you are done. You can launch the app and start your sign-up process.
Download apk and side load
Sideloading is not a bad thing to do especially if you are actually downloading from the main source. Sometimes the browser will give you a warning, you will only have to ignore the warning and go ahead with the installation.
Visit parler.com/android.html to download the android apk. Scroll down until you see the download button and click on it to download the app.
